共分四部分🚭，第一部分介紹北極航線的戰略價值和我國開發利用北極航線的機會威脅和優勢劣勢📟，並在分析各國北極政策的基礎上提出我國的北極航線戰略；第二部分系統介紹我國的北極航線試航和商業航行概況🍾；第三部分分析和研究“冰上絲綢之路”的概念、範圍和戰略重點🧑⚕️；第四部分提出本人關於北極航線及“冰上絲綢之路”研究的主要理論和觀點。
李振福學術及教學簡介
李振福🕵🏿♀️，1969年生，男，博士後🛏，大連海事大學航運經濟與管理意昂教授👩🏼✈️、博士生導師🤫，大連海事大學專業學位教育意昂院長，大連海事大學極地海事研究中心主任🕗。1992年畢業於吉林師範大學歷史系（現歷史文化意昂）💤，2000年碩士畢業於吉林工業大學（現為吉林大學）信息管理與信息系統專業🧍♀️，2003年博士畢業於吉林大學交通運輸規劃與管理專業🤹🏿♂️，2005年從南開大學經發院博士後流動站出站。
本人一直致力於"一帶一路"、北極航線經濟政治問題等研究，首次提出"大北極"概念🤛🏼，並利用科學的指標體系劃分出大北極範圍，為北極及北極航線問題的研究提供了新的研究視角；提出"通權論"理論，為"一帶一路"研究提供地緣政治理論基礎👩❤️👩；發表重要期刊文章100余篇🤣；出版著作及教材6部🈺，完成省部級以上課題10余項。作為負責人完成國家自然科學基金面上項目1項👩👦🛻，作為負責人完成國家社科基金一般項目1項🗣🐰，作為首席專家承擔國家社科基金重大項目1項📏🧯，入選2013年教育部新世紀優秀人才支持計劃👱🏻♀️🔱。
現為中國鄭和研究會副會長。2013年12月至2014年12月在廣西賀州市（地級市）掛職副市長1年。

Since its inception in 2013, the Belt and Road Initiative (BRI) have launched 695 projects in 98 countries along the Belt and Road. Among those, 217 projects are related to transport infrastructure, such as roads, railways, airport, seaports, and terminals (including dry ports). They play an indispensable role in developing economic and transport corridors, improving transport connectivity and market accessibility among the countries, drawing their impacts on structural changes in international logistics and transport system. This lecture aims to illuminate the outcomes of the BRI studies related to transport and international logistics studies since 2013 and to highlight its impacts on structural changes in international logistics and transport system.
